Background

UNICEF recognizes that behaviour and social change communication (SBCC) is one of the most important programmatic components in the achievement of outcomes for children and adolescents, as the attainment of these outcomes relies strongly on changes in the norms, attitudes and behaviour of individuals, families, communities, civil society and decision makers, through increased participation and empowerment. Communication for Development (C4D) is defined as an “evidence-based and participatory process that facilitates the engagement of children, families, communities, the public and decision makers for positive social and behavioural change in both development and humanitarian contexts through a mix of available communication platforms and tools”. C4D approaches integrated in key interventions across Health, Nutrition, WASH, Education, Child Protection and Adolescents programming towards country programme results using evidence based social and behaviour change strategies.

• Tasks to be completed      

• Collect regular field data (taking into an account age, gender, location, disability of target groups) to assess project results and impacts of C4D strategies and activities for intersectional analysis and improvement of measurable behavioral and social change interventions.
• Provide technical expertise for the development and roll out of age- and gender-responsive communication package, including downstream training of government and CSOs partners for evidence-based behavior and social change communication strategies to promote positive parenting in Ghana and introducing innovative and targeted approaches for specific sub-groups (e.g. adolescent parents).
• Co-ordinate the implementation of SBCC interventions by civil society organisations (CSOs) and government stakeholders around Adolescents sexual and reproductive health (ASRH), SRH, WASH, Health, Nutrition, Child Protection and Education interventions and provide guidance on how to integrate age- and gender in these interventions.
• Provide technical co-ordination to support the SBCC system strengthening, including the rollout of C4D courses and research with  academia and support capacity building of government and CSOs.
• Collaborate with internal and external partners to provide SBCC technical support in the design of age- and gender-responsive C4D strategies, research, and C4D materials and the  organization of events and activities to facilitate dissemination knowledge and ensure maximum impact on behavioral and social change of target audiences.
• Integration of SBCC elements in technological and innovation innitiatives supported by the UNICEF (Agoo, Talking Book, She+, IoGT, StartUp Lab) to support programmatic results and acceleration of key results for all children and adolescents.
• Identify and prepare case studies around successful SBCC interventions on ASRH, Wash, Health, Nutrition, Child Protection and Education including interventions contributing to change in age and gender norms implemented by UNICEF Ghana and partners.

• Supervision and reporting arrangement

The individual contractor will work under the direct supervision of the C4D Specialist, Unit Head.  The individual contractor will be expected to give weekly updates and monthly progress reports.

• Payment schedule

The individual contractor will be paid on a monthly basis based on the submission of a brief (2 page) monthly activity report as well as the completion of deliverables for the period under review and based on certification of satisfactory performance by supervisor as per the agreed workplan

• Timeframe

The contract is for a duration of 11.5 months

Expected qualifications, experience, specialised knowledge/skills and competencies 

•  Advanced university degree in Communication or in a related field (Social Sciences, Sociology, Anthropology, Psychology, Development Studies).
•  At least five (5) years of experience in a Social and Behavioral Change Communication (SBCC) including project design and implementation, research and evaluation, capacity building and knowledge management, social mobilization, community engagement, SBCC strategy development.
• Demonstrated skills to carry out age, gender, intersectional analysis in the context of C4D impact measurement.
•  Experience in innovation and technology for development is an asset.
•  Portfolio of developed SBCC strategies, knowledge management systems, campaigns and interventions around childhood development (child and maternal health, adolescents reproductive health, nutrition, education, child protection, social services for children and families, WASH).
•  Experience working with diverse stakeholders (government, academia, CSOs).
•  Strong presentation and writing skills in English.
