Job Description

CNFA is currently seeking applications from qualified candidates for Learning Director for the upcoming USAID-funded Ghana Market Systems and Resilience Activity. The activity will facilitate the development of a competitive market space that is inclusive, resilient, and sustainable in the provision of goods and services demanded by actors. The approach for this activity will help identify and minimize the root causes of market failure for barriers that disadvantage the vulnerable, women and youth and exclude them from economic opportunities. This activity will also create incentives for actors to invest in developing and sustaining productive relationships for the efficient delivery of goods and services and an improved enabling and regulatory environment for agricultural sector growth. There are market solutions for many agricultural challenges, whether they be inclusive financial/insurance products or new technologies. This activity provides USAID the opportunity to target such solutions: build an inclusive financial system for the rural poor as well as SMEs to have access to finance across sectors; address the inefficiencies in the inputs distribution system; establish strong and transparent relationships between actors, etc. It will also identify energy interventions that can increase agricultural productivity, competitiveness, and incomes; and complement production or postharvest processing, supply chain and value-added activities.

Duties and Responsibilities:

  • Ensure the Activity includes active, intentional, and adaptive learning within and across interventions;
  • Lead technical managers in the incorporation of learning into implementation and management;
  • Provide strategic leadership of collaborating, learning, and adapting (CLA) efforts, including recommendations for and evidence and data utilization in support of adaptive management;
  • Implement diverse and adaptive learning and knowledge sharing activities within and outside of the project;
  • Facilitate collaboration with external stakeholders including host country government, international donors, multilateral organizations, and the private sector;
  • Lead and facilitate activities that promote stakeholder peer-to-peer learning and knowledge sharing and application;
  • Ensure that adaptive learning is used within and across interventions;
  • Ensure appropriate and continued coordination and joint-planning with other USAID and other donor activities, host-government initiatives, and private sector engagement; and
  • Develop knowledge sharing tools, methods, and applications and strengthen team capacity in CLA program management.
Job Requirements

Key Qualifications:

  • Master’s degree in related field is highly preferred;
  • A minimum of seven (7) years of experience in monitoring, evaluation, and learning, including experience in the integration of CLA techniques into management approaches is required;
  • Experience collaborating with a variety of external stakeholders including the host country government, international donors, and private sector required;
  • Experience developing and applying resources to create, capture, organize, and share knowledge across technical sectors required;
  • Experience with intentional and adaptive learning across activities with multiple donors and private investors required;
