Background: Winrock International is a nonprofit organization that works with people in the United States and around the world to empower the disadvantaged, increase economic opportunity, and sustain natural resources. Winrock is implementing the four-year, Making Advances to Eliminate Child Labor in More Areas with Sustainable Integrated Efforts (MATE MASIE) project. The project is funded by the United States Department of Labor (USDOL) and will strengthen capacity, connections, and accountability across child labor enforcement and monitoring within cocoa cooperatives in Ghana and will build the capacity of cooperatives to support vulnerable member households directly and by linking their members with other service providers.

Summary of Assignment: The Capacity Building Specialist (CBS) will develop and lead MATE MASIE’s capacity-strengthening activities and trainings with labor law enforcement agencies, social protection entities, and community stakeholders. The CBS will liaise directly with staff from cocoa cooperative grantees, government ministries, and COCOBOD to improve coordination on enforcement of child labor laws and child labor monitoring systems.

This is a local/national position and is not eligible for international allowances.

 

Detailed Description of Duties:

  • Lead activities to build the organizational and technical capacity of cocoa cooperatives, labor law enforcement agencies, and other government stakeholders, developing strategies to change practices at the local and national levels on child labor monitoring
  • In coordination with the Project Director and Monitoring & Evaluation Officer, lead the project’s sustainability strategy, providing technical assistance to local government officials and other stakeholders focused on establishing or strengthening procedural, regulatory, and budgetary measures to monitor and reduce child labor
  • Serve as the project’s gender equity and social inclusion focal point to ensure that capacity strengthening activities account for gender and social marginalization and do no harm
  • Serve on the project management team, holding weekly meetings to analyze data, plan and coordinate work, marshal necessary resources and support, and address roadblocks as they arise
  • Together with other members of project management team, support project staff through technical planning sessions
  • Serve as the direct supervisor for project field officers who will work directly with cocoa cooperative grantees in the project’s target districts within the Ashanti region
  • Other duties as assigned.

Qualifications:

  • Bachelor’s degree or higher in international development, law, organizational management, public policy/administration, or a relevant social science discipline.
  • Minimum of three years professional experience working on issues related to the enforcement of child labor law and establishment and/or implementation of child labor monitoring systems.
  • Experience working with cocoa cooperatives and community child labor committees is preferred.
  • Proven track record of overseeing projects and authoring materials related to building the capacity of labor law enforcement agents, including labor assessment reviews.
  • Experience in working with local and national governments to improve labor enforcement and monitoring systems.
  • Experience in improving coordination among different government entities, including law enforcement and social protection entities.
  • Fluency in English required
